Namaste, Let me first write a bit about myself. My name is Anish Sapkota, who is originally from Biratnagar, Nepal, recently residing in Minneapolis city of United States which is the state of Minnesota. I have been here for almost 11 years now. Also, I would say IтАЩm a singer on my other profession. IтАЩm a lead singer of a popular Nepali band тАЬOKELYтАЭ. I perform here in USA almost every year for events and occasions. This year I will be touring with my band here to few cities. Recently we performed in Colorado State. We performed in the cities of Denver and Estes Park and few more to go.
Me and few other members are planning to promote Nepali Culture, Food and Music here in USA. We are planning to organize a 3 day event тАЬKATHMANDU FOOD n MUSIC FESTIVALтАЭ here in USA. Since, Colorado is a place where they know much about Nepal, being a mountain region. We have decided to select City of Boulder (State of Colorado) as our first starting venue for this event. We would like to see if we can be helped to organize this event and promote our country and culture here in USA, and we are very positive that the department of Culture and Tourism will be excited to help and promote this event financially and with full support. Corruption in the name of preparation of documents
Dear Sir,
This is to inform you about the overt corruption going on in CAAN in the name of preparation of various documents, where the CAAN Staff are receiving additional remuneration by way of membership of various committees.
The latest being the committees involved in the preparation of the Personnel and Licensing Requirements (PELR) for the fulfillment of obligation for the ICAO Annex 1 on Personnel Licensing. A committee had been formed to prepare a draft of the PELR in 2006 and is believed to have received a handsome remuneration for the draft and the draft never was processed for approval. Then another committee has been constituted for preparation of another requirement.
Sir, what is this? Please take action against the PELR drafting committee that never did the job and got handsome remuneration and passed on the commission to the CAAN DG also.

No response about encroachment of authority in CAAN
Dear Mr. Secretary,
Thank you for your partial reply in response to my posting regarding the unnecessary encroachment of authority of the Licensing and Examination Division of CAAN by the Aviation Safety Department Chief, almost certainly with the concurrence and connivance of the CAAN Director General.
However, your reply was incomplete and didn't talk about inquiry into this unfair and irrational encroachment. Or, you are trying to sideline this important issue under duress, I can't say?
I also want to inform you about the denial of formal Job Description authority to the Division Chiefs (10 the level) let alone the lower Staff in CAAN, which you must verify. Either this is being done deliberately with a malafide intention of abusing authority for personal gains as long as one manages to stick in the coveted positions or there is a complete absence of basic Administrative norms in the CAAN.
The CAN Act of 1996 clearly authorizes the MOCTCA to issue directives to the CAAN and pronounces that it is CAAN's duty to obey the directives. But from the past, as we have been seeing, all such Directives have been "dhoti-lagaoed" by the CAAN higher-ups.
If this is indeed the case, then you had better not entertain CAAN related issues and appear helpless.
Anyway thanks for trying. By the way, the email that you had forwarded to CAAN regarding the problems in safety oversight, lack of adequate qualifications of Aviation Medical Examiners and others, was laughingly dispatched to the dustbin by the Aviation Safety Villains, err BOSSES. And perhaps a grossly misleading comment sent back to you. I wonder what you did to it?

This is reference to the whimsical Aircraft Accident Investigation functions being carried out by the MOCTCA under the aegis of the archaic rule of 1967 (B.S 2024) whenever an air crash occurs in Nepal. Interestingly your ministry's website doesn't list the Reports for the years 2007 and 2008 ?
Presuming that you are by now aware of the forthcoming ICAO's Universal Safety Oversight Audit Program (USOAP), where Nepal shall be audited for compliance with the ICAO Annex 13 on Aircraft Accident Investigation also. In this context may we request you to instruct your relevant Division to get hold of a copy of the Audit Protocol (Doc 9735, latest version) that will give you an idea of questions that the ICAO Auditors will seek satisfactory answers to.
The ICAO will not buy your arguments about the constitution of the Investigation Commission- that the best and pioneering people have been chosen, where the credentials of investigators will also scrutinized. Nor will they buy your possible argument about the lack of initial, recurrent and refresher to the investigators, never mind their academic backgrounds.
Please remember that the duties of an ICAO Contracting State extend way beyond leading delegation to the tri-ennial General Assembly, annual DGCA COnferences, signing ASAs etc. It primarily deals with the timely capability to implement the provision of the ICAO Annexes! Hope you will also seek a report from CAAN about the state of preparations for the other Annexes also. Remember, if CAAN messes up, Nepal will pay the price, tourism promotion by NTB notwithstanding!!!

I am a CAAN staff working under the the Human Resources Department and wish to voice my objection in the manner in which our Department's independence is compromised by the deliberate imposing of a "nomination committee" comprising of officials of different departments and Directorates. Just because their interests are involved (to ensure their regular foreign jaunts) why should we tolerate interference in our department?
I wonder how would the GM, TIA feel if a committee was imposed to handle his corporate affairs by-passing his financial authority? How would the Corporate Dy. DG, Finance department's Chief feel if another committee were foisted on them infringing upon their authority.
Hope you appreciate the criticality of the issue and instruct CAAN DG to dissolve such illegitimate committees, which will never accept blame for any mistake (as referred to in the ICAO CNS Mission Report, 2005, about lack of adequate training to Radio Engg. Section) they have been making.

Abuse of Office by CAAN Aviation Safety Chief
Dear Sir,
This is to inform you that Binod Kr. Gautam, Chief of Aviation Safety Department of CAAN who has been unnecessarily and unfairly infringing upon the authority of Licensing and Examination Division (LED). The area of conducting examinations for aircraft maintenance technicians (AMTs) lies with the LED, where an engineer is already deputed and has performed functions in the past. Yet, Binod Kumar Gautam has been superseding the LE Division by getting himself nominated for conduct of examinations, the domain of the LED, completely circumventing the Division for sheer greed.
No where else in the world does the department chief vanish abroad for over a month like he did for the RA Boeing 757 last month. Of course, he manages to do so by bribing the Director General otherwise how else can he get the travel order signed ? The Director General also is making a fool of the CAAN Staff by pretending to scold the Department in public but is content collecting his commission from the handsome daily allowances regularly.
Please verify for yourself whether the LED's consent is taken before nominating the Department chief for performing duties belonging entirely to the LED's domain.

Fraudulent & unacceptable nomination for the coming APANPIRG
Dear Sir,
This is in reference to the proposed nomination of Mr. Mohan Adhikari, General Manager, TIA who has been recently nominated as the team leader for the Nepalese delegation for the Annual Asia Pacific Air Navigation Plan Implementation Regional Group, the APANPIRG starting next month at ICAO, Bangkok. Mr. Adhikari, who was also trained at Montreal on the ICAO's Universal Safety Oversight Audit Program, merrily sat on the files instead of providing momentum for the very highly important preparation for the ICAO Audit of Nepal for compliance with ICAO's standards for the past four years and now slyly moved to the attractive TIA GM's position to feather his nest for old age (never mind the mess at TIA, as its is not his business), caring little for the damage his deliberate delay has caused to Nepal's reputation in the international aviation sphere on account of a shameful audit report that is a surety now.
Further, in this case how can some who has barely five months left in service be allowed to represent at an international body where long term commitments have to be made and he will not be available to implement, like he did with the USOAP.
The most annoying part is that Mr. Adhikari is a member of the CAAN's Human Resource Department's foreign nomination committee and he abused his position as a member to shamelessly forward his name for a sheer shopping visit to Bangkok and nothing else, where he has been at least ten times in the last five years!!!
Likewise, his incompetence is visible from the fact that the Safety Management System (SMS) that he, as a ATS faculty chief of two years, was to apply in his own field back in 2003 as per ICAO Standards is nowhere close to starting, despite being pointed by two consecutive ICAO Missions to Nepal in 2005 and 2006. What more can we expect from such incompetent seniors, except to enjoy the last days at CAAN that has been thoroughly sullied by their incompetence and greed.
We therefore desperately urge you to ensure the cancellation of his nomination and allow a respectable representation of the CNS personnel of CAAN (not ATM, as there are five ATCs in a team of six), failing which we will be compelled to resort to further unwelcome means.
Anticipating your action,
We are students aspiring to be pilots at Shivani Air, Nepal's first fixed wing flying school located at Bharatpur that is duly approved by CAAN. Though, we have been enrolled with the school for over two years now after depositing over 2.6 million rupees, we are yet to receive the flying licenses that we should have got within a year. This delay, we are told, is due to the non-cooperative and biased attitude of CAAN higher officials, who we are unable to pay like most airlines and receive handsome concessions.
We would like to ask the Government of Nepal, as to how Shivani Air received the Flying School Certificate from CAAN to conduct commercial pilot courses, if it did not meet the necessary applicable requirements in the very first place?
The Aviation Safety Department now is ridiculously asking our school as to where would we do our instrument landing (ILS) training? Surely, the CAAN knows very well that none of Nepal's airports have the ILS installed, then how does it expect us to obtain training on ILS? What we now would like to know is how the airline line pilots are getting their ILS ratings renewed in the same context? For, them the short visit to Bangkok simulator suffices as allowed by the Flight Operations requirements! A regulation that exiss nowhere else in the world. Then for us why this discrimination? Why can't we do the training on a simulator as we will never have to use ILS when we start our flying career ?
After all your blog shows that all airlines have enjoyed mind-blowing concessions in the past.
Hope you would interfere and save our parents from this emotional trauma, where they end up paying Rs 20,000 as monthly interest on the hefty sum loaned from banks. Also please take action against CAAN personnel who appear to have failed in their duties while approving the flying school.

I am an avid visitor to your blog and a frequent traveler through the TI Airport for the past few years. The pathetic state of passenger facilitation, most notably the state of baggage trolleys and it sheer insufficient numbers clearly indicates incompetence of the TIA management and CAAN management.
Since you have been frequently visiting foreign countries along with your subordinates in the name of air services agreements, tourism promotion etc, I hope you must be possessing a fairly good idea of what an international airport is like.
Agreed, the CAAN officials are a bunch of incompetent, greedy, corrupt hoodlums, what prevents the MOCTCA from providing the necessary number of trolleys to TIA as a grant or something, after all TIA is the gateway to Nepal and not to CAAN, isn't is??
If you can't even do so, I CAN CATEGORICALLY TELL YOU THAT YOU TOO ARE LIKE YOUR INEPT PREDECESSORS WHO ARE ONLY THERE TO ENJOY FOREIGN TRIPS AND THEN FADE AWAY SILENTLY, THIS " RADICAL" BLOG OR NOT!!!!
