The Division is headed by Joint Secretary (Administration Service).

2. Tourism Industry Division

Scope of the work:

• Tourist Hotels, Resorts, Lodges, Restaurants and Bars
• Travel, Trekking, Rafting and other tourism industry Mountaineering Expedition Mountain Tourism and other adventure based tourism activities Policy on tourism industry and mountaineering activities
  Tourist Police
• Coordination with government and non-governmental tourism related associations.

The chief of the Division is Joint Secretary (Administration Service).
There are two sections headed by Under Secretaries in this division:
Hotel, Restaurant and Travel Section
Trekking and Mountaineering Section. It has also a Tourist Police Unit headed by Police Inspector.

3. Policy, Planning and Infrastructure Development Division

Scope of the work :

• Overall Policy Formulation
• Planning, Programming and Budgeting Monitoring and Evaluation Reporting of the progress of development projects and programs Review of long term, periodic, annual, quarterly and monthly progress Collection and analysis of statistics Research and Development
• Tourism infrastructure development

This Division headed by Joint Secretary (Administration) has three sections headed by respective Under-Secretaries:
Policy Planning, Monitoring and Evaluation Section.
Research & Statistics Section, and
Infrastructure Development Section.

4. Air Services Agreement, Airlines and Airport Operation Division

Scope of work :

• Bilateral / Multilateral Air Services Agreement
• International Convention and Protocol
• International Relation: International Civil Aviation Authority (ICAO)
• Airlines Licensing
• Airport Licensing
• Airfare / Tariffs
• Policy design relating to airlines and airport operation

The Chief of the Division is Joint Secretary (Technical service) under whom there are two Sections headed by respective senior ATC Officers

Air Services Agreement, ICAO and Aviation Section

5. Aviation Authority Supervision and Aviation Safety & Security Division

Scope of the work :

• Search & Rescue
• Accident Investigation
• Air Traffic Management
• Airways Engineering
• Air Space Utilization
• Supervision of Civil Aviation Authority of Nepal (CAAN)

The division is headed by Joint Secretary (Technical) under whom there are two sections namely:
Airways Engineering Section headed by Senior Technical Officer, and
Flight Safety Supervision and Air Space Traffic Management Section headed by Senior Aeronautical Engineer.

Besides above six divisions, there is a Legal Section which functions directly under the Secretary of MOTCA. It is headed by Under Secretary (Legal Service)

Scope of the work :

• Drafting of law and by-laws relating to Tourism and Civil Aviation
• Case filing related matters Review and amendment of existing laws, by-law and other regulations Provide legal opinion on matters related with the Ministry's Jurisdiction
• Other legal consultations.
